Overview
Provide support to policy and programme activities that effectively meet food assistance needs, including engineering and project management services for infrastructure and building projects.
Key Responsibilities
- Implement WFP Policies, standards, norms and practices.
- Apply and implement WFP Construction Manual procedures.
- Provide engineering and project management services.
- Contribute towards the analysis of options for office premises.
- Contribute towards the analysis of project proposals for technical feasibility.
- Prepare recommendations to management on improving WFP facilities.
- Collate data and contribute to reporting on outputs.
- Undertake site visits and conduct technical assessments of buildings.
- Undertake preliminary or detailed designs.
- Develop project budgets or cost estimations.
- Develop and implement the annual maintenance plan of WFP internal infrastructure.
- Support CO Procurement with tender preparation and evaluation.
- Prepare technical documentation for bidding processes.
- Provide technical guidance for construction procurement.
- Prepare and assemble construction and maintenance contract documentations.
- Attend meetings and prepare reports.
- Liaise with stakeholders.
- Undertake administrative tasks and provide project management services.
- Provide guidance and direction to contractors and design consultants.
- Supervise construction works.
- Establish and maintain project performance monitoring procedures.
- Manage contractual matters.
- Explain and reconcile ambiguities in contract documents.
- Prepare and manage cash flow program.
- Assurance of the quality of the works.
- Undertake design reviews.
- Operate computer-assisted engineering and design software.
- Preparation and issuance of monthly reports.
- Execute the planning, design, implementation and maintenance of infrastructure and building projects.
- Liaise with WFP departments for coordinated approach to infrastructure projects.
- Prepare TOR and assist in recruitment of national engineers.
- Provide guidance and mentor national engineers.
Required Experience
- Minimum of 1 year of relevant civil engineering experience at increasing levels of responsibilities.
- Experience of working within the Humanitarian Community.
Qualifications
- First University degree in Civil Engineering or University degree in Management and Administration of complex projects.
- Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority (Not necessary but an advantage).
