Overview

Seeking an experienced business analyst to support the development of a Unified Database in Afghanistan, aiming to consolidate, clean, and de-duplicate identity data from multiple UN agencies and NGOs.


Key Responsibilities
  • Design business processes, key controls, and business requirements for the Unified Database.
  • Perform detailed assessments and business process mapping.
  • Collect high-level business requirements and design business processes.
  • Engage with participating agencies to understand and map their data collection and management processes.
  • Establish a clear data flow throughout the Unified Database model.
  • Ensure the Unified Database design aligns with business requirements and risk mitigation measures.
  • Support oversight of systems development and testing.
  • Coordinate with relevant Global HQ teams.
  • Manage feedback and new requests from stakeholders.
  • Develop IDM guidance, Standard Operating Procedures, and assurance controls.
Required Experience
  • At least 5 years of progressively responsible experience in humanitarian or private sector.
  • WFP or other humanitarian field experience, including expertise in setting up IDM delivery processes in diverse contexts.
  • Proven experience in Agile development methodologies and collaborating with technical teams to deliver field solutions.
  • Deep knowledge of IDM ecosystems.
  • Demonstrated experience leading development of new software solutions or large-scale data systems.
  • Experience working with identity management systems, digital registries, biometric tools, or beneficiary information systems.
  • Prior experience working with the UN in complex or fragile settings.
  • Proven track record coordinating multi-stakeholder projects involving technical, operational, and policy teams.
  • Experience working in multidisciplinary teams and delivering results under tight timelines.
Qualifications

Advance degree in International Relations, Economics, Computer Systems Engineering, Information Systems, Computer Science, Data Science, or related field relevant to digital identity management, data systems, or humanitarian operations. Bachelor's degree plus additional years of relevant experience.
