Overview
Programme Analyst to contribute to the effective management of UN Women programmes in the Afghanistan Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation. The role will provide programmatic support and oversight as well as field coordination for active grantee partners and supports appropriate application of systems and procedures.
Key Responsibilities
- Contribute technically to the development of programme strategies in the area of Women’s Civil Society Organizations (WCSOs)
- Provide substantive inputs to the design and formulation of programme including the annual workplan and budget and identify areas for support and intervention related to the programme.
- Supports the implementation of programme including in grantmaking, operationalization, field coordination, monitoring, resource mobilization, and financial oversight;
- Prepare relevant documentation such as project summaries, grantee matrixes, briefing notes, speeches, and grantee profiles;
- Participate in donor meetings and public information events, as delegated.
- Oversee the technical assistance and capacity development of WCSO project partners
- Oversees all field coordination including management of field coordinators at sub-office level;
- Draft and oversee capacity building plan for all partners with close coordination with field-level coordinators;
- Coordinate and provide technical support in the implementation of grantee activities including trainings, workshops, monitoring and mentorship support;
- Maintain relationships with civil society partners to support implementation and expansion of the WCSO programme.
- Provide technical inputs to the monitoring and reporting of WCSO project partners
- Support field coordinators in the monitoring and reporting by grantee partners using UN Women templates and results-based management tools;
- Draft reports on monitoring missions, programme results, outputs and outcomes;
- Provide substantive inputs to the preparation of donor and UN Women reports.
- Provide technical support to inter-agency coordination on WCSOs to achieve coherence and alignment of UN Women programmes with other partners in the country
- Provide substantive technical support to the Programme Manager and Deputy Representative-Programmes on inter-agency coordination related activities by drafting background reports and briefs and participation in UN Coordination efforts.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Required Experience
- At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in civil society, and with women’s issues, is desirable.
- Experience coordinating and liaising with government agencies and/or donors is desirable.
- Experience leading and coaching staff in international settings is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP system, preferably oracle Cloud, is desirable.
Qualifications
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
