Overview
The MEAL Officer RCCE, Accountability & Protection ensures the daily monitoring of risk communication and community engagement activities, feedback and response mechanisms, and integrated protection components. The role collaborates with teams to produce reliable data, track rumors and perceptions, ensure feedback is reported and closed, and supports the rapid adaptation of messages, services, and implementation modalities.
Key Responsibilities
- Implement the MEAL framework for risk communication and community engagement, accountability, and integrated protection activities.
- Develop and maintain a consolidated database for community dialogues, awareness sessions, trainings, protection activities, feedback, rumors, and referrals.
- Digitalize monitoring tools in CommCare, ensuring data accuracy and synchronization.
- Update Indicator Tracking Table, reach tracker, site and partner master lists, and dashboards.
- Monitor protection risk mitigation activities, MHPSS, safeguarding, PSEA, and referral mechanisms.
- Ensure protection data is collected, stored, analyzed, and shared according to principles of consent, confidentiality, and data minimization.
- Orient sensitive complaints to approved confidential mechanisms.
- Produce aggregated analyses and present findings, trends, risks, and recommendations.
- Support the adaptation and implementation of standard operating procedures and feedback and response plans.
- Contribute to establishing and strengthening safe, confidential, accessible, and context-appropriate feedback and complaint mechanisms.
- Collect, record, categorize, and track feedback, complaints, and information requests.
- Ensure feedback mechanisms are accessible to vulnerable groups.
- Maintain feedback, complaint, and referral registers and track response times and closure rates.
- Provide feedback to communities on the follow-up of their concerns.
- Implement systematic monitoring of rumors, misinformation, concerns, and information needs.
- Track the reach, quality, relevance, and inclusivity of community dialogues, home visits, and awareness sessions.
- Conduct or support feedback sessions, focus groups, and key informant interviews.
- Analyze and triangulate rumors and perceptions by area, population group, channel, theme, and risk level.
- Produce regular summaries on rumors, perceptions, and information needs.
- Ensure community monitoring results are discussed in response management meetings.
- Train and coach IRC teams, partners, and community relays on data collection tools, feedback categories, referral, safe and ethical data collection, confidentiality, data protection, and use of results.
- Support partners in establishing functional feedback mechanisms and transmitting quality data.
- Collaborate with RCCE, Protection, IPC/WASH, partnerships, and operations teams for coordinated response to community concerns.
- Promote a positive, inclusive, respectful, and gender- and difference-sensitive work environment.
Required Experience
- At least one year of relevant experience in MEAL, accountability/AAP, RCCE, community mobilization, protection, social sciences, or a related field; two years or more are desired.
- Experience in collecting and analyzing community feedback, facilitating focus groups, or consultations with affected populations.
- Experience in implementing complaint and feedback mechanisms, RCCE monitoring, or protection activities in a humanitarian context is desired.
- Experience in an epidemic response, public health emergency, or insecurity context is an advantage.
Qualifications
University or technical degree in monitoring and evaluation, social sciences, communication, social work, human rights, public health, community development, or a related field.
