Overview
The Assistant (Budget) role supports country office administrative units by ensuring compliance with WHO policies and procedures in administrative and financial matters within an ERP system.
Key Responsibilities
- Activation of contributions, requests for allocation and amendment of contributions
- Monitoring expenditures against contribution budgets, project financing, allocation of contributions and Programme Budget allocations
- Monitoring accounting and justification of charges related to travel costs and procurement of goods and services
- Budget analysis and reporting on budget and contributions
- Contribution to performance evaluation reporting
- Maintaining the general ledger and accounting documents for financial transactions, account clearance and periodic or special reports
- Processing payment instructions for salaries, allowances, travel expenses and other payments to staff, experts, consultants, vendors and beneficiaries
- Maintaining cash books, including expenditure control and reconciliation between cash books and the general ledger
- Reconciliation of cash books and bank statements
- Liaising with local bank officials for updated information on exchange and interest rates, procedural changes and matters concerning the Representation Office's bank accounts
- Providing assistance to supervisors in all aspects of accounting and budget control through reports on financial status, procedures, exchange rates, costs and expenditures, and potential financing problems
- Preparing financial data for budgetary and financial forecasts
Required Experience
Essential: 5 years of experience, including 3 years in a responsible position in budgeting and/or accounting activities. Desirable: Experience in a UN system institution or an international or multinational organization would be an asset.
Qualifications
Essential: Full secondary education or equivalent technical training or commercial school with specialization in accounting, budgeting or finance. Desirable: A diploma or certificate of higher and/or professional education in accounting or finance; a qualification in accounting or finance would be an advantage.
