Overview

The Civil Engineer will manage and supervise infrastructure works, ensuring projects are delivered on time, within budget, and to high-quality standards, while adhering to HSSE and PSEAH requirements.


Key Responsibilities
  • Plan, supervise, and manage the implementation of civil engineering projects from design to completion.
  • Review and provide input to design memorandums, technical documentation, Bills of Quantities (BoQ), and cost estimates.
  • Conduct site technical evaluations and inspections to ensure construction work meets UNOPS quality standards and project specifications.
  • Monitor contractor and implementing partner work for quality, cost-effectiveness, and timely delivery.
  • Ensure full compliance with UNOPS HSSE policies, environmental safeguards, and PSEAH standards.
  • Maintain accurate records of site activities, inspections, incidents, and progress, ensuring timely reporting.
Required Experience

Minimum of 2 years of relevant work experience in civil engineering, structural works, construction technology, construction supervision and monitoring, or related areas. Desirable experience includes working in multicultural environments or UN system organizations in a developing country, and experience in development or humanitarian contexts.

Qualifications

University degree (Bachelor's/Licenciatura/Engineering) in Civil Engineering, Construction Management, Structural Engineering, or related fields. Must have professional eligibility in Panama. A Master's degree or equivalent in the aforementioned disciplines or related fields is desirable. A recognized professional certification is desirable.
