Overview
Oversees and provides strategic and technical support to IOM activities and country offices on budgeting, accounting, and related financial functions.
Key Responsibilities
- Provide first-line support and guidance to Country Offices (COs) on IOM’s policies and procedures relating to budget, finance, accounting, and treasury.
- Facilitate compliance of COs with applicable IOM rules and regulations.
- Monitor and guide financial management-related practices and control processes of COs.
- Review and assess budgets in proposals to ensure adequate cost coverage.
- Monitor and analyse overall budgets and financial situations of COs.
- Facilitate timely and accurate recording of financial transactions in the ERP system.
- Advise and support COs in preparing donor financial reports.
- Guide COs on monitoring and implementing internal controls to prevent fraud and mismanagement.
- Provide support, guidance, and training on the ERP system and other relevant technological solutions.
- Monitor and oversee the financial management activities of the Regional Office (RO).
- Provide guidance on preparation for internal and external audits.
- Carry out verification visits to COs and report on findings.
- Guide COs on the implementation of the Compliance Control Self-Assessment Tool and Risk Register Matrix.
- Guide and support COs on financial aspects of UN engagement and financial reporting.
- Act as Officer-in-Charge (OiC) for the Regional Financial Comptroller during their absence.
Required Experience
- Seven years of relevant experience with a Master’s degree, or nine years of relevant professional experience with a University degree.
- Minimum of five years of progressively evolving experience in financial management with responsibilities for accounting, financial reporting, budgeting, treasury, and financial analysis.
- Experience and an active role in donor financial reporting, audits, accounting controls, and risk management are required.
- Experience at the field office level is desired.
- Proven experience in effectively managing a team.
- Experience with internal control assessments and financial risk management.
Qualifications
- Master’s degree, preferably in Finance, Accounting, Public Administration, Business Administration, or a related field from an accredited academic institution; or, University degree in the above fields.
- Professional certificate as a Chartered Accountant, or equivalent, is an advantage.
