Overview
This role supports supply chain activities within the country, ensuring compliance with organizational procedures and guidelines, and providing support and technical guidance for supply chain operations.
Key Responsibilities
- Ensuring all procurement processes are in line with DRC Operations Handbook
- Effective and efficient support to programs’ needs
- Develop and maintain relevant data base
- Maintaining the procurement follow up process
- Weekly and monthly status reports
- Warehouse management, including reporting and alert mechanism to program staff
- Assist in recruitment, training, and capacity building of the logistics team
- Coordination of programme staff to ensure logistics involvement in the whole programme cycle
- Procurement of all goods and services
- Establish and follow up annual procurement plans
- Track all orders, purchases and deliveries
- Ensure that all logistics specific donor rules and policies are understood and respected
- Oversight of all purchase and service contract to ensure DRC's interests are protected
- Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts
- Ensure DRC supplier due diligence is effective in the relevant context
- Correctly apply ERP supply chain processes
- Ensure compliance and implementation of Operations Handbook
- Provide monthly comprehensive country reports on procurement to SMM
- Implement any available tools to improve procurement management
- To facilitate in taking the lead in implanting more framework agreements as much as possible
- Ensuring all the Fleet and Asset management processes are in line with DRC Operations Handbook
- Establish quality transport and service for the organization
- Ensure the correct and timely routine maintenance and repair of DRC vehicles and generators
- Ensure that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance)
Required Experience
Minimum 1-2 years of experience in humanitarian logistics management within the field of supply chain management, fleet management, asset management, and distribution support. Knowledge and experience of dealing with service providers and contractors’ management. Experience in working in NGOs.
Qualifications
BA BM, Supplies Management or other relevant business fields.
