Overview
The Global Surge Team Roster seeks an Emergency Supply Chain Coordinator to provide technical oversight of supply chain functions for emergency response and support IRC's mission through short-term deployments.
Key Responsibilities
- Provide technical oversight of all Supply Chain functions for emergency response.
- Ensure processes follow IRC GSC standard operating procedures.
- Contribute to field leadership and represent the supply chain team.
- Participate in BVA/Project Cycle Meetings to articulate and resolve supply chain issues.
- Prepare and maintain emergency procurement plans and country program sourcing strategies.
- Ensure compliance with IRC and donor policies for procurement.
- Review and utilize Procurement contracts (MPA, MSA).
- Implement GSC procurement and contracting SOPs.
- Ensure accuracy of GSC data and timely submission of reports.
- Disseminate procurement processes and tools.
- Manage waivers and ensure required procurement documents are included.
- Manage waivers with details of emergency procurement circumstances and approvals.
- Ensure supplier files document performance feedback.
- Conduct market surveys for ad hoc procurement for value for money.
- Ensure segregation of duties in procurement functions during emergency deployment.
- Ensure program requirements for supplies are timely met.
- Develop, review, and resolve issues related to Grant procurement and distribution plans.
- Ensure end-to-end procurement processes are conducted through the BvA tool.
- Identify, document, and report any IRC procurement process deviations.
- Ensure implementation of IRC inventory policies for all Project Items.
- Ensure grant inventory reports are accurate and approved before grant closing.
- Ensure warehousing safety and security requirements are in place.
- Ensure assets maintenance plans are in place as per IRC policies.
- Ensure vehicle safety policies are in place, disseminated, and followed.
- Develop and use effective fuel consumption management tools.
- Ensure fleet legal status is updated.
- Ensure vehicle monthly reports are issued, reviewed, and used for decision-making.
- Ensure vehicle movement planning and tracking tools are in place.
- Ensure driver management policy is developed and followed.
- Develop accurate staff development plans based on training needs assessment.
- Set team member objectives aligned with organizational visions and operational contexts.
- Ensure all SC staff are trained to standard and sign the IRC code of conduct and conflict of interest.
- Ensure all counterparts who deal with supply chain processes are trained to standard.
- Identify and set mitigation plans for Supply Chain risks.
- Ensure compliance to IRC and donor policies in procurement and distribution.
- Conduct assessments of supply chain policies, procedures, controls, and performance.
- Lead donor and IRC Internal Audit processes for the SC department.
- Develop and support implementation of post-audit corrective action plans.
Required Experience
At least 4 years of experience in managing humanitarian supply chain in multiple settings. Proven experience developing and managing supply chain/logistics functions in an INGO, including in emergency/conflict areas. Prior experience managing supply chain functions in large, sophisticated programs including NFI and drug distributions, international procurement, experience with USG, European, DFID and UN procurement regulations, and budget development and oversight. Experience in Medical Logistics & Pharmacy advantageous. Experience in previous emergency contexts an advantage.
Qualifications
University degree, and advanced professional certification in supply chain management (or equivalent work experience).
