Overview

This role directs and oversees strategic mission support functions including Human Resources, Financial Resourcing, and Technology to ensure coherence in operational and resourcing activities.


Key Responsibilities
  • Provides overall guidance, support and oversight for Human Resources Unit, Financial Resourcing and Performance Unit, Field Technology Unit, Training Unit, Mission Support Unit and Regional Administrative Officers.
  • Assists the Chief of Mission Support in providing strategic direction to components.
  • Ensures development, preparation, coordination and monitoring of strategies and work plans for administrative activities.
  • Plans and forecasts staffing, financial, logistic and technology requirements.
  • Liaises with UNHQ offices to ensure mission planning and resource allocation is coherent with HQ priorities.
  • Leads, coordinates and directs all aspects of the Operational Resource Management Section.
  • Oversees development and delivery of strategic advisory services in human resources management.
  • Oversees development and delivery of strategic support and business intelligence on financial resourcing and stewardship.
  • Oversees development and delivery of robust and reliable information and communications technology (ICT) services.
  • Oversees development and delivery of all training activities.
  • Oversees development and delivery of timely, coordinated and efficient logistic support planning.
  • Oversees the coordination of all operational and resourcing activities of regional offices.
  • Takes the lead in the development and implementation of special projects.
  • Manages the mission's service desk operations.
  • Monitors client experience and advises on programs for continuous service improvement.
  • Implements pilot projects and monitors, coordinates and reports on their progress.
Required Experience

At least ten (10) years of progressively responsible and diversified professional experience in public or business administration, human resource management, finance, accounting, information technology or related area is required. Experience in handling complex organizational issues at the international level is desirable. Hands-on-experience with UN administrative/financial policies and practices is desirable. Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Qualifications

Advanced University degree (Master's degree or equivalent) in business or public administration, management, human resources management, finance, accounting, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
