Overview
The Disaster Risk Financing (DRF) Specialist will support the design and operationalization of DRF systems, strengthen end-to-end systems linking early warning, financing, and delivery, and foster collaboration with key actors to advance the DRF agenda.
Key Responsibilities
- Support the design and operationalization of DRF systems, including mechanisms for the effective use of insurance payouts and contingency financing.
- Strengthen end-to-end systems linking early warning, triggers, financing, and delivery.
- Ensure alignment with national systems and WFP priorities.
- Foster and deepen collaboration with PCRIC and other key actors.
- Contribute to regional DRF frameworks by collecting and providing technical inputs.
- Develop local and regional operational plans, linking DRF with anticipatory action frameworks and preparedness plans.
- Provide technical advice on trigger parameters, payout structures, and risk layering approaches.
- Support coordination with regional partners to strengthen analytics, risk modelling, and preparedness planning.
- Develop the DRF architecture in the Pacific, based on methodology developed by WFP.
- Support Community Feedback Mechanisms (CFM), including operationalization of inclusive and accessible feedback systems.
- Promote accountability and continuous learning.
- Support in post-distribution monitoring (PDM), After-Action Reviews (AARs) and any simulation exercises.
- Ensure good evidence is generated and DRF corporate indicators are properly reported in WFP systems.
- Strengthen the capacity of government institutions and WFP teams on DRF/ through targeted technical assistance, training and knowledge transfer.
- Support coordination platforms, technical working groups and stakeholder engagement.

- Experience in supporting the design and operationalization of DRF systems.
- Experience in strengthening end-to-end systems linking early warning, triggers, financing, and delivery.
- Experience in fostering and deepening collaboration with key actors.
- Experience in contributing to regional DRF frameworks.
- Experience in developing local and regional operational plans.
- Experience in providing technical advice on trigger parameters, payout structures, and risk layering approaches.
- Experience in supporting coordination with regional partners to strengthen analytics, risk modelling, and preparedness planning.
