Overview

Oversee administrative and financial aspects for a portfolio of donor-funded projects, ensuring sound financial management, monitoring expenditures, and supporting financial forecasting.


Key Responsibilities
  • Monitor progress of over 8 individual projects by reviewing work-plans, progress reports, and other data.
  • Provide regular project financial delivery reports and propose corrective actions.
  • Assist project managers in expenditure requests and budget management.
  • Assist in programming and control of project resources, prepare budget estimates and forecasts.
  • Follow-up with relevant departments, implementing partners, and constituents to expedite implementation.
  • Engage project managers in consultations for agreed shared costs.
  • Supervise the use and maintenance of office records, systems, and communication services.
  • Collaborate with project managers to monitor procurement processes and support contract management.
  • Support and advise on procurement-related matters and contract administration.
  • Administer day-to-day operations in administration, finance, and logistics.
  • Keep abreast of changes to applicable standards, best practices, and technologies.
  • Share knowledge and provide guidance to project staff.
  • Brief ILO specialists, project experts, and visiting officials.
  • Draft or translate official correspondence, minute sheets, and requests into local languages (Arabic-English and vice versa).
  • Undertake missions to project sites to understand implemented activities.
  • Support internal audit and donor verification missions.
  • Manage/oversee the work of Administrative and Finance Assistants.
Required Experience

At least one year of professional work experience in senior administrative, procurement, finance or accounting role, including supervision of Admin/Finance Assistants. Similar experience with the United Nations Common System or an international organization, managing the Admin/Finance of large programmes is highly desirable. Prior experience in an Oracle-based ERP system and e-procurement platform is an advantage.

Qualifications

First level University degree in Business Administration, Procurement, Finance or other closely related field. An advanced university degree will be an advantage.
