Overview

Monitor the security situation in Cabo Delgado and Nampula, analyse security trends, and advise on mitigation measures for safe programme implementation.


Key Responsibilities
  • Monitor the security situation in Cabo Delgado and Nampula, with particular attention to intervention districts, access routes, project locations and areas of potential expansion.
  • Analyse security trends, conflict dynamics, humanitarian access constraints, crime patterns, civil unrest, natural hazards and other operational risks that may affect Plan staff, partners, assets and beneficiaries.
  • Advise the ERM, PAMs and Project Managers on mitigation measures required for safe programme implementation, including go/no-go recommendations for field missions where necessary.
  • Coordinate and review movement plans for staff, visitors and partners travelling to field locations, ensuring appropriate route planning, communication protocols, vehicle readiness and check-in/check-out procedures.
  • Maintain updated information on safe routes, access restrictions, curfews, checkpoints, no-go areas, weather-related risks and other factors affecting field movements.
  • Support incident reporting, verification, escalation and follow-up for security and safety incidents affecting Plan staff, partners, visitors, assets, premises or operations.
  • Develop and maintain a reliable network of security information sources, including humanitarian partners, INGO security forums, local authorities, community focal points and partner security focal points.
  • Deliver or coordinate basic security orientation, movement safety briefings, incident reporting guidance and personal security awareness sessions for staff, drivers, partners and visitors.
  • Coordinate with Supply Chain and Administration colleagues to ensure that fleet movements supporting Project Restore and other field activities meet security and safety requirements.
  • Support premises and field base security assessments, including guard arrangements, access control, lighting, locks, fire safety, emergency exits and basic health and safety measures.
Required Experience
  • Relevant experience in safety and security, humanitarian operations, field access, risk management or operational support in complex or volatile contexts.
  • Experience working in Cabo Delgado and/or Nampula, especially in humanitarian, protection, education, WASH, child protection or emergency response operations.
Qualifications

Degree or equivalent qualification in Security Management, Risk Management, International Relations, Social Sciences, Business Administration, Logistics, Management or a related field.

Fluency in Portuguese and good working knowledge of English.
Languages Preferred
Knowledge of local languages spoken in Cabo Delgado and/or Nampula is an advantage.
