Overview
Provides strategic leadership and team management for Oxfam’s advocacy, campaigns, and communications across the SAF Cluster, ensuring public-facing narratives align with programme evidence and influencing priorities.
Key Responsibilities
- Provides overall strategic direction for advocacy and communications across the Cluster.
- Defines advocacy and communications priorities aligned with cluster strategy.
- Ensures coherence between messaging, campaigns, and policy engagement.
- Line manages advocacy, communications, and campaigns staff.
- Establishes strong performance management systems.
- Leads the development of clear, compelling, and evidence-based narratives.
- Translates programme evidence into strategic messaging.
- Ensures consistency of narratives across themes and countries.
- Drives coordinated campaigns and media engagement.
- Leads development and delivery of advocacy campaigns.
- Strengthens media engagement and relationships.
- Ensures that advocacy and communications are fully integrated with programme work and influencing priorities.
- Works closely with Programme and Influencing Lead and thematic managers.
- Ensures alignment between programme evidence and advocacy messaging.
- Supports partners in engaging in advocacy and communications.
- Amplifies local voices in regional and global platforms.
- Strengthens the use of digital platforms to support advocacy and communications.
- Promotes effective use of digital tools and platforms.
- Supports innovation in campaigns and communications approaches.
- Ensures that learning and evidence are captured and used to improve advocacy and communications.
- Documents and shares lessons from campaigns and engagement.
- Supports continuous improvement and adaptation.
Required Experience
6 years of relevant experience in advocacy, communications, or public campaigning within development or humanitarian contexts. Strong ability to develop and deliver strategic communications and influencing initiatives, including at least 3 years in a team leadership or management role. Proven experience in managing teams and working across multi-country or multi-stakeholder environments.
Qualifications
Master’s degree in Public Policy, Strategic Communication, Media Studies, International Human Rights, International Affairs or equivalent qualification. A Bachelor’s degree combined with relevant postgraduate or professional qualifications and significant experience of at least 10 years may be considered.
