Overview
The role supports the development and implementation of a coherent institutional funding strategy and leads the development and management of a robust institutional funding pipeline.
Key Responsibilities
- Support development of donor engagement and positioning strategies.
- Analyse donor priorities and funding trends.
- Identify, track, and disseminate institutional funding opportunities.
- Maintain an up-to-date regional pipeline and funding calendar.
- Coordinate opportunity assessments and bid/no-bid decisions.
- Lead coordination of concept notes and full proposals.
- Facilitate cross-functional proposal development teams.
- Ensure proposals meet donor requirements and quality standards.
- Support budget development and compliance.
- Lead and mentor focal points responsible for institutional fundraising.
- Promote consistency in donor engagement practices.
- Strengthen collaboration across countries and thematic teams.
- Facilitate identification and development of strategic consortium partners.
- Coordinate partnership negotiations and proposal contributions.
- Support governance arrangements for collaborative bids.
- Build and maintain relationships with donor representatives.
- Coordinate donor meetings, briefings, and positioning events.
- Represent Oxfam in donor forums.
- Strengthen visibility and credibility with key institutional stakeholders.
- Support country and thematic teams in donor engagement.
- Develop tools, guidance, and templates.
- Facilitate learning and knowledge sharing.
- Promote consistent approaches to institutional fundraising.
- Support achievement of institutional fundraising targets.
- Monitor funding trends and portfolio balance.
- Identify opportunities for strategic growth and diversification.
Required Experience
Minimum 5 years' experience in institutional fundraising, grant acquisition, business development, or donor relations, including 2–3 years in a coordination or leadership role. Demonstrated experience working with bilateral donors, multilateral agencies, development finance institutions, UN agencies, and/or institutional foundations. Proven experience coordinating complex proposal development and consortium bids. Experience working in multi-country and partnership-led environments.
Qualifications
Master’s degree in international development, Business Administration, Public Policy, Economics, Development Finance, or equivalent qualification.
