Overview

The Operations & Finance Coordinator will provide strong financial planning and oversight to ensure resources are allocated, monitored, and utilised effectively, and will strengthen financial integrity and compliance systems across all operational activities.


Key Responsibilities
  • Support the development, consolidation, and review of programme, operational, and partner budgets.
  • Monitor expenditure against approved budgets, forecasts, and strategic priorities.
  • Provide timely financial analysis to support resource allocation, cost control, budget revisions, and strategic planning.
  • Maintain and strengthen internal control systems to safeguard resources and reduce fiduciary risk.
  • Ensure compliance with donor regulations, Oxfam policies, financial procedures, and safeguarding requirements.
  • Monitor adherence to financial management standards across programmes and partners.
  • Collaborate closely with the Grant Accountant to track restricted funding budgets and expenditure.
  • Support financial monitoring and compliance for grants and donor-funded projects.
  • Ensure strong alignment between financial reporting, programme reporting, and budget performance.
  • Strengthen coordination between finance, procurement, logistics, programme teams, and compliance systems.
  • Ensure operational procedures and controls are consistently applied.
  • Support continuous improvement of operational systems and workflows.
  • Prepare accurate and timely financial reports, dashboards, budget monitoring tools, performance analyses.
  • Support analysis of financial trends, resource utilisation, cost efficiency, and compliance performance.
  • Provide actionable financial insights to programme, operational, and leadership teams.
  • Review partner budgets, expenditure reports, and financial systems.
  • Strengthen partner capacity in Financial management, Compliance, Budgeting, and Reporting.
  • Support partners to meet donor and organisational financial requirements.
  • Facilitate internal and external audit processes.
  • Support preparation of audit documentation and compliance evidence.
  • Coordinate implementation of audit recommendations
Required Experience

4–6 years of relevant experience in finance, budgeting, operations, and financial reporting within development or humanitarian contexts. Proven capability in financial systems management, operational oversight, compliance, and risk management.

Qualifications

Master’s degree in Finance, Accounting, Business Administration or related field. Alternatively a bachelor’s degree combined with a full professional accounting qualification (ACCA, CIMA, CPA or equivalent) will be considered.
