Overview

Provides support in managing and implementing anti-human trafficking and migrant smuggling technical cooperation activities in Pakistan under EU funded projects.

Tasks Summary
  • Contribute to the development, implementation and evaluation of assigned project activities.
  • Participate in monitoring and analyzing project development and implementation.
  • Support the implementation of the projects’ workplan and activities.
  • Provide quality technical and advisory services on international legal framework, policies and protocols on Human Trafficking and Migrant Smuggling.
  • Ensure regular communication with counterparts in Pakistan and HQ.
  • Carry out general and administrative arrangements for assigned project activities.
  • Provide support to promoting and strengthening a human right-based approach and a gender perspective.
  • Coordinate activities related to budget funding for the projects.
  • Coordinate and liaise with inter-governmental and non-governmental organizations and institutions.
  • Contribute to initiating and coordinating outreach activities.
  • Participate in designing curricula and courses on trafficking in persons and the smuggling of migrants.
  • Guide trainers, experts, consultants, and other resource persons.
  • Guide and supervise the work of local personnel.
  • Provide substantive backstopping to consultative and other meetings.
  • Support the visibility of UNODC’s anti-trafficking in persons and anti-migrant smuggling work.
  • Contribute to the collection and analysis of data and identification of trends or patterns.
  • Identify opportunities to showcase the project’s results.
  • Provide policy advice to UNODC Senior Management, government counterparts, donors and other partners.
  • Contribute to ensuring overall accountability of the use of projects funds.
  • Support the Coordinator/OiC in preparing proposals and budgets for new interventions.
  • Contribute to consolidating the capacity of Federal Investigation Agency (FIA) in Pakistan.
  • Engage with relevant government and non-governmental counterparts and stakeholders for the collection of inputs.
  • Assist the Programme Coordinator/Officer-in-Charge in providing technical guidance to align national policies and legislations with international standards.
  • Perform other work-related duties, as required.
Experience Requirements
  • A minimum of two years of progressively responsible work experience at the national level in the areas of law enforcement, human trafficking and Migrant smuggling, organized crime, criminal justice, prosecution, penal reform, anti-money laundering, anti-corruption, or related area is required.
  • Proven work experience in the design and delivery of technical assistance projects and on the development of technical assistance tools related to transnational organized crime is required.
  • Demonstrated experience in dealing with combating trafficking in persons and the smuggling of migrants, or other roles concerning the response to trafficking in persons and the smuggling of migrants is desirable.
  • Work experience within the United Nations system or similar international organizations, in particular in areas of programme policies, guidelines and procedures is desirable.
  • Work experience implementing projects in developing countries is desirable.
  • Experience in data analytics or related area is desirable.
Qualification Requirements

Advanced university degree (Master’s degree or equivalent) in law, criminology, business administration, public administration, project management, political or social sciences, international relations or similar fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
