Overview

The Acquisition Planning Officer will participate in planning, developing, and managing the acquisition of various services and commodities to support the mission mandate. The role involves monitoring the supply chain plan and performing acquisition planning activities to ensure optimal resource utilization.

Tasks Summary
  • Liaise with technical units to prepare projected demand for the annual demand plan.
  • Consolidate budget projections and demand plans by reviewing stock holdings, consumption patterns, and forecasts.
  • Liaise with UN Global Service Centre (UNGSC) and/or UNHQ regarding the submission of the mission's demand plan.
  • Monitor mission requisitions to ensure purchase requests align with the forecasted plan.
  • Initiate actions for the implementation of the Mission Acquisition Plan, considering sourcing options and market conditions.
  • Contribute to planning, developing, and managing the acquisition process of various services and commodities.
  • Contribute to the execution of internal controls over acquisition activities.
  • Advise recipient entities and technical units on acquisition activities and plan implementation.
  • Meet regularly with internal stakeholders to review the Mission Acquisition Plan.
  • Carry out programmatic/administrative tasks for the functioning of the Section.
  • Prepare Standard Operating Procedures (SOPs), guidelines, and instructions for acquisition planning and requisitioning.
  • Devise and maintain a computer-based system to track Mission-procured Contracts.
  • Prepare integrated, timely, and accurate reports to monitor the Mission supply chain.
  • May provide guidance to and supervise new/junior staff.
Experience Requirements

A minimum of ten (10) years of progressively responsible experience, including at least three years at the international level, in supply chain management, logistics, procurement, administration or related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree. Experience with MRP (Materials Requirements Planning), ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of scheduling, procurement and logistics processes is desirable. Experience in providing logistics and supply chain support services in a conflict or post conflict environment is desirable.

Qualification Requirements

High School Diploma (or equivalent) is required. Technical or vocational certificate in at least one of the following areas is required: logistics, supply chain management, business administration and/or procurement. Computer skills; good working knowledge of software applications such as Word, Excel, Access, PowerPoint and databases. UMOJA (UN ERP) Source to Acquire training, for the acquisition of goods and/or services in support of the requisitioning and procurement process is required.
