Overview

The Programme Policy Officer - Impact Evaluation will oversee the day-to-day implementation of a randomized trial assessing the impact of Digital Financial Inclusion and Nutritional Social Behavioral Change interventions on maternal- and child health outcomes in Bangladesh.

Tasks Summary
  • Provide daily coordination between the impact evaluation team and local counterparts.
  • Help ensure that targets are met on time and activities are carried out in accordance with the study design.
  • Cooperate effectively with all co-workers, government officials, and external collaborators.
  • Work closely with implementing organization(s) to ensure compliance with randomization protocols.
  • Ensure evaluation activities prior to rollout of interventions are effectively carried out.
  • Visit study communities as necessary to ensure assigned program status and gather implementation information.
  • Attend community-partner social behavioural change sessions and take notes.
  • Monitor implementation activities to document details across study areas.
  • Gather observational data on key contextual factors.
  • Take notes on implementation issues and challenges deviating from study protocols and provide resolutions.
  • Assist in the design and revision of quantitative survey questionnaires and survey manuals.
  • Participate in training and sensitizing of enumerators and field-testing of questionnaires.
  • Run pilot survey exercises, provide feedback on field operations and survey instruments, and monitor improvements.
  • Conduct daily monitoring and supervision of the survey team, ensuring sampling strategies are implemented and activities are carried out in a timely manner.
  • Assist the survey team to prepare weekly progress reports of fieldwork.
  • Conduct high frequency checks during data collection to ensure quality control.
  • Ensure data quality, integrity of analysis, and adherence to budget throughout fieldwork and data entry.
  • Keep the impact evaluation team and project implementation team updated on activities, concerns, and decisions.
  • Prepare written reports on findings from qualitative investigations.
  • Prepare written reports with feedback and analysis on program implementation progress.
  • Prepare written reports with feedback and analysis on piloting and fielding of survey instruments.
  • Clean collected data with accompanying documentation.
  • Conduct data analysis, and contribute to reports, academic papers, and policy briefs.
Experience Requirements
  • At least 7 years of overall experience.
  • Including 4 years of Professional Experience (managerial or supervisory) in areas related to Managing Impact Evaluations/ Outcome Surveys/Baseline-Endline studies of aid and development interventions in low- or middle-income countries.
  • Within these 4 years of professional experience, a minimum of 3 years of experience must be after postgraduation.
  • Experience coordinating or managing field research in multicultural, or cross-country research environments.
  • Advanced experience and skills in the analysis of quantitative survey data for research.
  • Advanced experience using Stata and/or R software for statistical programming.
  • Advanced experience in coding survey instruments in XLS forms format.
  • Advanced experience in managing data collection software systems (e.g., ODK aggregate, MoDa, Survey CTO etc.).
  • Willingness to undertake regular and extended field visits and interact with different stakeholders.
  • Familiarity with international research ethics standards, data protection protocols, and human subjects research procedures (e.g., IRB process).
  • Ability to work independently and as part of a team.
  • Well organized, detail-oriented, and able to prioritize and manage multiple tasks simultaneously with minimal supervision.
  • Experience in providing research assistance and record of robust performance.
  • Demonstrated ability to coordinate multiple teams of people, organizations, and activities concurrently.
  • Experienced/ have clear understanding on Bangladesh Government structure, mainly Social Safety Net programme related ministries and departments.
Qualification Requirements
  • Completion of Advanced University Degree (Master’s or equivalent) is required.
  • Education in Statistics, Economics, Political Science, Sociology, Public Policy or any relevant field is preferable including training in Econometrics and Statistics.

Languages Required: • Fluency in spoken and written both in English and Bangla language.
