Overview
The Chief Social Policy is responsible for leading, managing, and supervising all stages of social policy programming and related advocacy, from strategic planning to results delivery. This role aims to improve public policies, social protection, child-focused public investments, and governance for children.
Tasks Summary
- - Establish the section’s annual work plan and monitor progress.
- - Set clear individual performance objectives and provide guidance to the team.
- - Supervise team members by providing objectives, direction, and guidance.
- - Oversee the collection, analysis, and presentation of data on child poverty.
- - Provide data-driven analysis for planning and development.
- - Analyze the macroeconomic context and its impact on social development and children.
- - Advise on social protection policies, legislation, and programmes.
- - Promote strengthening of integrated social protection systems.
- - Undertake monitoring and research on social protection impact on child outcomes.
- - Supervise budget analysis to inform advocacy and technical assistance.
- - Identify policy options for improved domestic financing for children.
- - Oversee and strengthen partnerships for capacity building.
- - Lead in potential innovative finance opportunities and engage in policy dialogues.
- - Guide strategic collaboration with authorities to improve child-focused policies and service delivery.
- - Manage collaboration to strengthen capacity on data collection and analysis for social services.
- - Lead the use of data and evidence on the situation of children.
- - Establish effective partnerships with various stakeholders.
- - Foster strategic partnerships and promote awareness of policy work.
- - Manage and coordinate technical support for social policy programmes.
- - Lead fund-raising and ensure efficient resource management.
Experience Requirements
- Minimum 8 (eight) years of relevant professional experience in public policy, poverty reduction, public finance for social sectors.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
- Proven track record on Governments macro and fiscal policy analysis, budget analysis and evidence-based policy advocacy at senior levels.
- Track record on robust analysis and advisory role on socio-political context.
- Experience in innovative financing an advantage.
- International work experience in related field preferred.
- Diverse network and proven ability to forge strategic partnerships for results.
- Strong and culturally appropriate communication and negotiation skills.
- Proven track record on leading teams for delivery.
Qualification Requirements
- An advanced university degree in one of the following fields is required: Economics, Public Policy, Finance, or another relevant technical field.
- PhD or equivalent doctoral training in economics, public policy or social policy (desirable).
