Overview

The Human Resources Officer will monitor and support human resources functions for Country Offices within the Sub-Region and the Sub-Regional Office in Brussels.

Tasks Summary
  • Provide support and guidance on human resources functions including personnel administration, staff development, employee relations, compensation and benefits, payroll verification, performance management, HR reporting, quality management, and compliance.
  • Review contracts and personnel action forms, and support contract extension requests.
  • Support the monitoring of HR administration for SRO staff, ensuring correct HR processes are followed.
  • Oversee the maintenance of the HR Module through Oracle (ERP) and support the roll-out/implementation of HR Processes through Oracle.
  • Assist in implementing IOM's Human Resources policies, rules, and regulations.
  • Support timely and accurate personnel administration and payroll processing for smaller Country Offices.
  • Coordinate recruitment processes and staff training activities.
  • Assist in the development of internal instructions, procedures, and guidelines.
  • Assist in the preparation of reports and ensure regular updating of organigrams/staffing tables and contact lists.
  • Report relevant human resources management issues and suggest improvements.
  • Assist in tracking and monitoring regional statistics and planning for gender target achievements.
Experience Requirements
  • Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
  • Solid working experience in administration and all facets of HR, Talent acquisition, talent management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines.
  • Experience on facilitating or conducting trainings.
  • Experience in managing complex HR functions including in emergency setting.
  • Familiarity with UN common system or similar systems.
  • High level of computer literacy. Good knowledge of MS Office specifically Excel.
  • Knowledge of PRISM is a distinct advantage.
  • Working experience in the Region and/or developing countries is an added advantage.
Qualification Requirements
  • Master’s degree in Human Resources, Business Administration or a related field from an accredited academic institution; or
  • University degree in the above fields.
Other Details

Languages Required: Fluency in English is required (oral and written).

Languages Preferred: Working knowledge of French is an advantage.

Contract Duration: 1 year with possibility of extension
