Overview

The Security Coordinator will provide support on all tasks related to the safety and security needs of staff and programmes operating within Taiz Governorate. He/She will facilitate the implementation of Save the Children’s Safety and Security Policy and Standards across all Taiz-based operations.

Tasks Summary
  • Engage management and staff at all levels to facilitate the adoption and compliance with the Save the Children’s Safety and Security Policy and Standards
  • Undertake Security Risk Assessments for SCI operational areas.
  • Develop reliable information networks to gather information from various sources and triangulate this information into actionable points for program teams.
  • Provide safety and security management advice, guidance and support.
  • Assist in the evaluation and implementation of actions to reduce risk across the country Programmes
  • Provide technical assistance and guidance to the in implementing action plans
  • Develop staff capacity by training, and promoting staff as appropriate and in coordination with HR and S&S officers, and country security manager.
  • Strengthen and apply office and residential facilities security standards.
  • Regularly assess communication needs, endure availability of appropriate communication procedures; test the emergency communication system regularly, analyze results and make appropriate revisions.
  • Assess security situation and its impact on the program activities and make recommendations to reduce the staff vulnerability, while ensuring continuation of the program activity.
  • Maintain an up to date security plan consistent with save the children standards and ensure that all staff are familiar with its content and agree to abide by its policies and procedures.
  • Develop security briefing materials for new staff and visitors.
  • Provide security orientation/briefing for newly appointed SC staff and CO visitors.
  • Ensure all SC staff understand and comply with incident reporting requirements and procedures.
  • Follow-up as necessary re: issues related to reported incidents.
  • Collect and disseminate incident report data – make sure that the right people are included in the dissemination
  • Ensure that appropriate systems are in place to effectively disseminate safety and security information and updates of the security situation to SC staff.
  • Ensure that regular safety and security meetings are conducted with relevant SC staff.
  • Liaise with administration and logistics offices re: vehicle movement and facility safety and security.
  • Ensure established standards and procedures are followed
  • Represent SCI at interagency safety and security forums
  • Liaise with INGOs, UN, government, and community leaders in the process of gathering and verifying safety and security information on a regular basis.
Experience Requirements
  • Recommended a minimum of 3 years field based experience in complex and insecure settings.
  • Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Experience of liaising and negotiating with state and non-state actors
  • Full understanding of the security context in Yemen.
Qualification Requirements
  • Bachelor’s / Masters degree in a related field
  • Formal security qualification or advanced security management training
  • Advanced level of understanding with the philosophy and mode of operation of NGOs
  • Ability to develop and implement successful training sessions.
Other Details

Languages Required: Native Arabic speaker and advanced English language skills a necessity (reading, writing, speaking).
