Consultant for the Revision of Law on Social Care Services

Overview

Consultancy to support the revision of Law No. 121/2016 “On Social Care Services” and alignment with EU and international protection standards.

Tasks Summary

• Review the draft revised Law No. 121/2016 and related secondary legislation.
• Assess coherence with national strategies, asylum and migration legislation, EU acquis, and international instruments.
• Identify gaps concerning legal definitions, beneficiary eligibility, crisis arrangements, financial and institutional responsibilities, inter-ministerial coordination, and monitoring.
• Prepare a technical position paper with recommended amendments.
• Provide article-by-article drafting suggestions and model legislative language.
• Propose safeguards for non-discrimination, continuity of care, recognition of protection status, and legislative alignment.
• Participate in technical exchanges with authorities and provide structured input during consultations.
• Support coherence between social protection and migration governance reforms.

Experience Requirements

• Minimum 7 years of experience in legislative reform, social protection policy, or EU acquis alignment.
• Proven expertise in migration, asylum, or refugee protection law.
• Demonstrated experience engaging with government reform processes.

Qualification Requirements

• Advanced degree in Law, Public Policy, Social Protection, or related field.

Other Details

Languages Required: • Fluency in English and Albanian required.

Contract Duration: until 30 April 2026

Work Modality:

Remuneration: • Total amount allocated for the consultancy is EUR 7,500. • 20% of the amount (EUR 1,500) will be paid upon receipt of the inception report. • 20% of the amount (EUR 2,500) will be paid upon receipt of the first draft report. • 50% of the amount (EUR 3,500) will be paid upon receipt of the final report.
