Overview
The ESS Coordinator-Roving is responsible for administering, mainstreaming, coordinating, providing technical support, and monitoring the Environmental and Social Management Framework (ESMF) for KfW-funded projects, ensuring compliance with World Bank standards and mitigating environmental and social risks.
Tasks Summary
- Administer, mainstream, coordinate, provide technical support, and monitor the Environmental and Social Management Framework (ESMF).
- Ensure compliance with World Bank's Environmental and Social Standards.
- Monitor, evaluate, and mitigate potential environmental and social risks.
- Travel to project sites to assess and address safeguarding concerns, liaise with stakeholders, and provide technical guidance.
- Adhere to NRC policies, guidelines, and donor requirements.
- Provide technical leadership on ESMF implementation, including development/update of technical guidelines.
- Monitor environmental and social mitigation measures and compile regular reporting.
- Train NRC personnel on E&S safeguards and coordinate initiatives across project locations.
- Provide on-site support in assessing, implementing, and monitoring the ESMF.
- Coordinate and liaise with the donor’s E&S focal point.
- Undertake environmental and social risk categorization of sub-projects.
- Escalate significant changes to risk categorization to the donor.
- Support project managers in developing site-specific safeguarding plans.
- Develop work plans and follow up on ESMF implementation progress.
- Manage record keeping for all E&S related documentation.
- Provide E&S support to NRC staff and contractors, including capacity assessment and training.
- Undertake monitoring of sub-projects, including spot checks.
Experience Requirements
- Minimum 4 years’ experience from a senior technical position/specialist/advisor for a humanitarian or development organization.
- Proven experience designing and monitoring infrastructure projects.
- Proven experience with application of World Bank E&S standards in development projects.
- Proven experience working on partnerships with local organisations.
- Experience from working in complex and volatile contexts.
- Allocation of resources and costs expertise.
- 3-4 years’ experience drafting environmental and social assessments, screening and categorisation, including for rehabilitation and infrastructure projects, using relevant international standards (World Bank – IFC E&S standards).
Qualification Requirements
- Bachelor degree or equivalent in Environmental Engineering or Public Health.
- A degree in management or social work is an advantage.
