Overview

Provide subject-matter expertise and capacity-building support to national authorities to accelerate alignment and approximation with the EU acquis in areas relevant to the free movement of goods and transport, with a specific focus on the EU Acquis related to motor vehicles and for regulation of equipment for potentially explosive atmospheres (ATEX).


Key Responsibilities
  • Review existing national framework relevant to free movement of goods and transport.
  • Identify priority gaps and reform needs.
  • Contribute to preparing a structured set of recommendations.
  • Provide recommendations for improvement of draft legal, policy, or procedural instruments.
  • Propose transitional measures and implementation considerations.
  • Identify capacity needs and propose a practical approach for strengthening institutional readiness.
  • Design and deliver tailored training sessions/workshops.
  • Provide capacity building for addressing recommendations and harmonisation with legislative framework and EU standards.
  • Support coordination among involved institutions and stakeholders.
  • Help prepare agendas, briefing materials, and clear action points.
  • Support consolidation of stakeholder feedback and facilitation of agreement on next steps.
  • Develop actionable recommendations, guidance, and written technical inputs.
  • Submit regular progress updates and concise reports.
  • Prepare minutes and meeting summaries.
  • Draft relevant documents within the scope of the ToR.
  • Prepare briefing packages for capacity-building activities.
  • Produce a final assignment report summarising activities delivered, outputs produced, key findings, and recommendations for next steps.
Required Experience
  • A minimum of five (5) years of progressively responsible experience working in the area of free movement of goods and/or transport is required.
  • Demonstrated experience in EU alignment and approximation related to harmonised product legislation, including experience with product safety, conformity assessment, or market access frameworks is required.
  • Familiarity with EU institutional and implementation arrangements related to motor vehicles and/or equipment intended for use in potentially explosive atmospheres (ATEX), product compliance, or industrial product regulation is desired.
  • International experience in capacity building activities in the area of the EU is desired.
Qualifications

Advanced university degree (Master’s degree or equivalent) preferably in law, EU law, international law, mechanical engineering, or other relevant discipline.
