Overview

The Finance and Budget Officer will oversee financial matters, including monitoring pledges, contributions, and allotments, and will also be responsible for budget matters, including participation in extra-budgetary submissions and monitoring of financial resources.


Key Responsibilities
  • Monitor pledges, contributions, payments and allotments in accordance with UN Financial Rules and Regulations.
  • Liaise with Donor Relations Section on the use of funds and reporting to donors.
  • Oversee procurement and inventory, maintain asset databases, and reconcile with UNOG records.
  • Review and analyse monthly status of allotments and ledger accounts.
  • Report to Programme Officers on financial status of projects and programmes.
  • Oversee billing and monitoring of mobile telephone charges.
  • Act as Certifying Officer for transactions.
  • Ascertain availability of funds for posts and liaise with Human Resources.
  • Liaise with UNOG, OCHA New York Office, UNDP and other partners on financial matters.
  • Participate in the preparation of extra-budgetary submissions.
  • Coordinate, plan and maintain updated information on budget and financial resources.
  • Monitor allotments and redeploy funds when necessary.
  • Collaborate on programme and budget performance reports, analyzing variances.
  • Liaise with administrative staff in Geneva-based offices.
  • Ensure sound financial and administrative procedures in Geneva-based offices.
  • Provide guidance to colleagues and junior staff on financial administration and management information issues.
Required Experience

At least five (5) years of progressively responsible professional experience in financial administration, budget preparation and accounting procedures, with extensive experience performing core financial functions, is required. Extensive work experience in managing extra-budgetary funds is required. Experience working with financial functions of an ERP is required. Experience working with budgetary policies and practices for funding from regular budget, extra-budgetary and programme support costs sources and all related financial rules and regulations is desirable.

Qualifications

An advanced university degree (master's degree or equivalent) in accounting, finance or business administration is required. A first level university degree in combination with (2) two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
