Overview

Provides advice and support to managers and staff on human resources related matters, including policy implementation, recruitment, and administration of entitlements.


Key Responsibilities
  • - Provides advice and support to managers and staff on human resources related matters.
  • - Provides advice on the implementation of policies related to human resources management.
  • - Reviews and provides advice to HR practitioners on requests for exceptions to policies, regulations and rules.
  • - Supports in the compilation and submission of comments to draft Staff Regulations, Staff Rules and Administrative Instructions.
  • - Assists in the review of allegations of misconduct.
  • - Supports the organizational commitment to addressing workplace concerns.
  • - Assists with the submission of information and comments related to management evaluation requests.
  • - Prepares special reports, briefing notes and talking points for senior management on HR related issues.
  • - Participates and/or leads special human resources project.
  • - Keeps abreast of policy developments in various areas of human resources.
  • - Provides advice as it pertains to recruitment selections and ensure adherence to policies and procedures.
  • - Provides advice on interpretation and application of policies, regulations and rules.
  • - Determines and recommends benefits and entitlements for staff.
  • - Reviews policies and procedures and recommends changes.
  • - Provides performance management advice to staff and management.
  • - Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties.
  • - Assists in preparing position papers and briefing notes on HR issues.
  • - Performs other duties as required.
Required Experience

A minimum of five (5) years of progressively responsible experience in human resources management, administration or related area is required. Experience in human resources policies, practices, processes or administration of entitlements in an international organization or similar is required. Experience in providing HR policy related advice to field operations in the UN Common System or comparable international organizations is desirable. Experience in analyzing and drafting human resources policies is desirable. Experience in administration of justice matters is desirable. Experience in conduct and discipline is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
