Overview

The Supply Officer is responsible for contract management, procurement planning, and supply chain coordination to support United Nations operations. The role involves furnishing supplies, equipment, and services, and ensuring timely delivery and inspection.


Key Responsibilities
  • Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services.
  • Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization’s requirements for equipment, tools, materials, services, supplies, food aid and utilities.
  • Oversees and utilize relevant information systems and tools for tracking, reconciliation, and costing purposes.
  • Initiates and coordinates actions leading to procurement, maintenance and disposal of equipment, materials and other assets.
  • Undertakes market research and reviews best practices in contract development and supply management.
  • Establishes and/or reviews mission requirements.
  • Conducts technical survey visits both in start-up phase and during implementation.
  • Develops and implements plans for the redeployment or transfer of assets.
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning.
  • Reviews and analyzes problems, audit and performance reports on mission activities and provides remedial actions.
  • Maintains accurate allocation and control of all equipment and stores.
  • Manages and coordinates field supply delivery operations.
  • Oversees, the receiving and Inspection (R and I) Reports.
  • Monitors procurement actions undertaken by the Third-Party Agent.
  • Reviews, prepares and defends supply-related Headquarters Committee on Contracts (HCC) cases.
  • Provides guidance and supervision to new/junior staff.
Required Experience

A minimum of five years of progressively responsible experience in supply services, administration, logistics, procurement, contract management, project management or a related area is required. Experience in procurement, contract management and performance monitoring of large-scale goods or services contracts for supplies in a complex operational field environment is required. Experience in international operations in a post conflict environment is required.

Qualifications

Advanced university degree (Master’s degree or equivalent degree) in business administration, supply chain management, public administration, engineering, law or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
