Overview
This consultancy aims to develop a comprehensive, consolidated reference document that systematically maps all relevant services provided by Kosovo institutions to migrants, including labour migrants and international students.
Key Responsibilities
- Review relevant legislation, policies, and strategic documents.
- Develop a mapping framework outlining types of services, institutions involved, and target migrant categories.
- Prepare stakeholder engagement and data-collection plan.
- Collect information on services, legal basis, eligibility, application procedures, and contact points for each institution.
- Structure services into user-oriented categories.
- Draft a comprehensive reference document including an overview of the institutional landscape, service descriptions, step-by-step instructions, and flowcharts.
- Share a draft report with key institutions for validation and incorporate feedback.
- Submit a final consolidated document ready for publication.
Required Experience
- Minimum of 5 years of relevant professional experience.
- Proven experience in migration governance, public administration, or institutional mapping.
- Strong understanding of Kosovo’s institutional and legal framework.
- Experience working with government agencies, NGOs, or international organizations.
- Demonstrated experience in stakeholder coordination and consultation.
- Excellent analytical and drafting skills.
- Ability to produce clear, structured, user-oriented documents.
Qualifications
- Advanced university degree in Public Administration, Law, Human Rights or related field.
- Certificates related to specialised trainings; educational programmes related to migration.
