Overview
The consultant will conduct a review of migration- and citizenship-related legislation, assess legislative alignment with international and European standards, and develop a roadmap for pending reforms. This includes reviewing the Law on Citizenship and proposing amendments.
Key Responsibilities
- Conduct a desk review of relevant legislation, draft legislation, and government decisions.
- Prepare a gap analysis and roadmap for required legal reforms.
- Present findings in a report in Armenian, including a consolidated inventory of legal and policy acts, identification of completed and ongoing legislative changes, mapping of relevant governmental agencies, summary of consultations, highlights of required legislative and policy changes, and a legislative roadmap.
- Conduct a review of the Law on Citizenship and propose relevant amendments, assessing alignment with EU standards, identifying legal gaps, and providing recommendations.
- Prepare necessary amendments and explanatory notes for review.
Required Experience
- At least 5 years of relevant professional experience in legal and policy analysis;
- Proven experience in reviewing and interpreting national legislation and regulatory frameworks;
- Proven knowledge of EU legislative and administrative frameworks governing migration;
- Experience in working with public administration and governmental institutions;
- Experience in working with international organizations will be considered an advantage;
- Experience in working on topics related to migration, governance, citizenship is considered an advantage;
- Ability to provide clear and practical legal guidance and recommendations.
Qualifications
Advanced university degree in Law, Migration Studies, Political Studies or other relevant disciplines.
