Overview

The Programme Support and Liaison Officer will supervise programme support staff, coordinate project development, and manage donor and institutional reporting in migration management and emergency response. The role also supports resource mobilization outreach and liaison activities with government, UN agencies, and other stakeholders.


Key Responsibilities
  • Supervise Programme Support staff.
  • Contribute to the development and endorsement of results-based programmes and projects, concept notes, and project proposals.
  • Review resource requirements and document programmatic needs, gaps, and opportunities.
  • Support Project Managers in drafting donor reports.
  • Research potential funding opportunities and draft donor profiles.
  • Support effective working relationships with donor counterparts and project/programme partners.
  • Draft visibility and resource mobilization materials and organize donor briefings.
  • Support capacity-building and training activities in programme development and reporting.
  • Maintain accurate records of correspondence and project files.
  • Provide inputs for external representation and fund-raising functions.
  • Participate in UN and other partners' fora.
Required Experience
  • Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
  • Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector.
  • Confirmed experience in donor report writing in humanitarian and/or development settings.
  • Experience in Results-Based Management approach and other strategic planning approaches.
  • Work experience in donor relations and grant management for specific donors of IOM’s interest.
  • Experience in the field of migration issues, including operational and field experience.
  • Experience in the Western Africa region is a distinct advantage.
Qualifications
  • Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution.
  • University degree in the above fields.

Languages Required
Fluency in English and French is required (oral and written).
Languages Preferred
Working knowledge of another official UN languages (Arabic, Chinese, Russian, and Spanish) is an advantage.
