Overview
Provides legal expertise and advice on a wide range of complex legal issues affecting the United Nations Mission's mandate and activities. Supports the supervisor in the implementation of the work programme of the Section.
Tasks Summary
- Provides legal expertise and advice on public international, private, and administrative law matters, as well as constitutional and national law.
- Advises on the interpretation of the Mission's mandate, legal status of the Mission and its members, privileges and immunities, and Status of Forces/Status of Mission Agreements.
- Advises on operational activities, rules of engagement, use of force, international humanitarian law, international criminal law, and protection of civilians.
- Advises on administrative, personnel, and contractual matters, including accountability, procurement, and third-party claims.
- Drafts and reviews agreements, contracts, legal submissions, and other legal documents.
- Participates in negotiations for the settlement of claims and disputes.
- Assists in establishing and maintaining relations with government officials and other entities on legal matters.
- Liaises with other UN agencies, funds, and programmes, as well as other internal and external actors.
- Participates in administrative Boards and Committees, including procurement, claims, and property management.
- Assists in the management and administration of the unit, including workload organization and supervision of junior legal officers.
- Performs legal research and analysis on complex legal issues and prepares legal opinions, studies, briefs, reports, and correspondence.
- Represents the Service at meetings, conferences, and seminars.
Experience Requirements
- Experience in providing legal advice on a wide range of complex legal issues affecting UN Mission mandates and activities, including public international, private, and administrative law, as well as constitutional and national law.
- Experience in advising on the interpretation of Mission mandates, legal status of Mission members, privileges and immunities, and Status of Forces/Status of Mission Agreements.
- Experience in advising on operational activities, rules of engagement, use of force, international humanitarian law, international criminal law, and protection of civilians.
- Experience in advising on administrative, personnel, and contractual matters, including accountability, procurement, and third-party claims.
- Experience in drafting and reviewing agreements, contracts, legal submissions, and other legal documents.
- Experience in participating in negotiations for the settlement of claims and disputes.
- Experience in establishing and maintaining relations with government officials and other entities on legal matters.
- Experience in participating in administrative Boards and Committees.
