Overview

The Administrative Assistant will support the Office of the High Commissioner for Human Rights (OHCHR) in Chisinau, Moldova, by managing human resources, budget, finance, and general administrative tasks.

Tasks Summary
  • Initiates, reviews, processes and follows-up on human resource actions for non-staff and consultants.
  • Responds to enquiries regarding entitlements, administrative procedures, and conditions of service.
  • Oversees maintenance of vacancy announcement files and processes personnel actions.
  • Monitors staffing table and prepares statistical data.
  • Assists in the preparation and review of financial and human resource proposals.
  • Monitors expenditures and prepares adjustments.
  • Assists managers in elaborating resource requirements.
  • Assists in budget performance submissions and finalization of reports.
  • Prepares financial reports from Umoja system.
  • Co-ordinates with other finance and budget staff.
  • Drafts routine correspondence.
  • Coordinates with service units and liaises with internal team members.
  • Performs other related administrative duties, including operational travel, grant management, vendor payments, space planning, and equipment maintenance.
  • Manages organization of events, workshops, and field visits.
  • Ensures timely and correct payments, procurement, and document storage.
  • May guide and train junior staff.
  • Assists with data collection, analysis, and report preparation.
  • Assists with day-to-day administration of contracts with external contractors.
  • Audits contractor invoices.
  • Processes contractor payments.
  • Prepares and processes UN forms and permissions for staff.
Experience Requirements

A minimum of seven (7) years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. A minimum of one (1) year working on Enterprise Resource Planning (ERP) systems such as Umoja, is desirable.

Qualification Requirements

High school diploma or equivalent.
