Overview

Plans, manages and supervises the provision of global assets and equipment support, including the United Nations Owned Equipment of UNSOSH and BINUH. Develops and implements various asset management programs and plans to meet operational requirements.


Key Responsibilities
  • Plans, manages and supervises the provision of global assets and equipment support.
  • Develops the Vehicle Establishment and manages the vehicle fleet.
  • Develops and implements the Global Assets Management Program.
  • Develops and implements the Assets Acquisition Plan, Assets Maintenance and Care Plan, and Assets Life Cycle Management Plan.
  • Develops and implements a cost-effective plan for assets and equipment resupply.
  • Liaises with UN agencies, non-government and government organizations, and suppliers.
  • Ensures inventory control and supervises annual asset and equipment checks.
  • Develops and implements standard operating procedures for assets and equipment operations.
  • Manages the unit budget.
  • Supervises the preparation of performance reports and responses to audit observations.
  • Acts as a Certifying Officer.
  • Determines technical specifications for goods and services and reviews bids.
  • Oversees contracts and evaluates vendor performance.
  • Ensures quality control procedures are implemented.
  • Ensures UN equipment is used in accordance with UN regulations and rules.
  • Participates in administrative bodies such as the Local Committee on Contracts.
  • Participates in resolving insurance policy problems.
  • Develops the Unit Staffing Table and acts as Line Manager.
  • Manages allocation and rotation of work assignments.
  • Coordinates individual annual Work Plans and produces performance assessments.
  • Supervises personnel and evaluates staff performance.
  • Develops and implements the Unit Training Plan.
  • Ensures compliance with UN policies on workplace safety and environment protection.
  • Performs other related duties as required.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in ground transport operations management and vehicle fleet management, including one year experience in an international environment is required.
  • At least three (3) years in a supervisory position directly related to the coordination and management of a complex vehicle fleet in a UN entity or similar international organization is required.
  • Experience in procurement, contract management and performance monitoring of large-scale goods or services contracts for vehicles or fleet management is required.
  • Experience in SAP (Maintenance Module, ECC, IBP) is required.
  • Experience in vehicle repair and maintenance is required.
  • At least two years of experience in sourcing, using and deploying Vehicle Tracking Systems (VTS) is desirable.
  • Experience with data analysis and business intelligence reporting is desirable.
Qualifications
  • Advanced university degree (Master’s degree or equivalent degree) in mechanical or automotive engineering, supply chain management and logistics, transportation management or related field is required.
  • A first level university degree with a relevant combination of education, professional training, certification in surface transport operations, and two (2) additional years of work experience in surface transportation related occupation, may be accepted in lieu of the advanced university degree.
  • A valid driver's license is required.
  • Training in the planning, coordination and control of large vehicle fleet operations is required.
